Frank Baxter Wins the 2018 Savas Award for Public-Private Partnerships

Baxter and Alliance for College-Ready Public Schools have helped thousands of Southern California students improve their lives.

Ambassador Frank Baxter is the winner of the 2018 Savas Award for Public-Private Partnerships presented by the Reason Foundation.

Ambassador Frank Baxter was chosen as the 2018 recipient of the Savas Award for his role in co-founding Los Angeles’ largest and most successful charter school network, the Alliance for College-Ready Public Schools,” said Leonard Gilroy, director of government reform at Reason Foundation. “Baxter and Alliance schools have made a significant, positive difference in the lives of thousands of students. They’re helping low-income students grow, thrive and perform at high academic levels and demonstrating how school choice and charter schools can give all students, regardless of income status or zip code, the opportunity to attend schools focused on academic growth, college prep, innovation, and accountability.”

Baxter served as U.S. Ambassador to Uruguay from November 2006 to January 2009 and is chairman emeritus of the global investment bank Jefferies and Company Inc.

Reason Foundation’s annual Savas Award for Public-Private Partnerships—named for City University of New York Presidential Professor and privatization research pioneer E.S. “Steve” Savas—recognizes an individual or organization whose actions improved the cost-effective provision of public services and taxpayers’ dollars through partnerships with private organizations.

Previous winners of the Savas Award include former Indiana Gov. Mitch Daniels, former Indianapolis Mayor Stephen Goldsmith, and Eva Moskowitz, founder of Success Academy Charter Schools.
